Punjab Vigilance Bureau (VB) has launched an investigation into the appointment of 65 Assistant Professors at Punjabi University, Patiala from 2009 to 2016.
The complaint was lodged in 2017, alleging that the academic assistants were appointed in violation of University Grants Commission (UGC) regulations related to NET and Ph.D.
In September last year, a university organization, while holding a detailed discussion on the findings of 13 investigative reports on allegations of corruption, employment, and financial mismanagement in 2007-2017, decided to refer the investigation to VB.
In a complaint filed in 2017, it was alleged that these academic assistants were appointed in violation of University Grants Commission (UGC) policy related to NET and Ph.D. It was also alleged that wards and relatives of ruling leaders Shiromani Akali Dal (SAD) were regularly employed, ignoring those who deserved it.
Assistant Inspector General (Monitor) Ashish Kapoor said they had collected university records and a thorough investigation had been launched. "We hope to complete the investigation soon and a full report will be sent to senior officials for action," Kapoor said.
How varsity tweaked the rules
In June 2011, Punjabi University issued an advertisement for the appointment of auxiliary professors. However, prior to the appointment, the university formed a seven-member committee and allegedly photographed the UGC guidelines and deleted them on March 29, 2012.The committee approved applications from the Ph.D. owners, who graduated before 2009. It also released a Ph.D. owners removing NET. In accordance with the UGC regulations promulgated on July 11, 2009, and September 18, 2010, NET / SLET / SET is a minimum eligibility for the appointment and appointment of a professor / assistant professor at universities / colleges / institutions. Only those Ph.D. owners are exempt from a minimum eligibility for appointment when their degree is awarded by the UGC (lower standards and Ph.D. degree issuance process) Regulations, 2009.
UVB is already investigating the firefighting case
VB is already investigating a case involving the purchase of ₹ 80 lakh firefighters at a university. In 2017, it became uncommon to buy fire extinguishers at ₹ 58.4 lakh and smoke detection programs at ₹ 21.4 lakh over three years. A 4kg fire extinguisher was sold for ₹ 8,229, although the standard Punjab price tag states that it is available at 4 2,415 per piece.
An internal investigation report for the period April 2014-October 2016 states that the purchase of fire extinguishers was done by a “ghost” company.
After the resignation of the former VC Dr. Jaspal Singh in March 2017, then-secretary of higher education, Anurag Verma, was appointed V-C manager. Verma received complaints about the university's poor performance from 2007 to 2017. These include allegations of discrimination, corruption, and investment in the probationary branch, among other things.
In response to these complaints, Verma ordered 14 internal inquiries in April 2017.
